Disturbing Video Footage Reveals Irvo Otieno's Fatal Restraint by Virginia Deputies.
Newly-released video from inside Henrico County Jail West showed Irvo Otieno in the moments leading up to his March 6, 2023 transfer to Central State Hospital where he died during the admissions process. The video showed deputies using force to remove Otieno from his cell, including the use of pepper spray and physical force. The Henrico Sheriff's Office defended their actions, but an investigation by the Virginia State Police is ongoing. The Henrico Commonwealth's Attorney is also investigating Otieno's treatment at all Henrico locations.
