Russia has improved its weaponry and skills in the 15-month-old war in Ukraine, building heavily fortified defenses, honing its electronic weapons, and turning heavy bombs into precision-guided gliding munitions. Moscow has also learned to keep key assets out of artillery range and to fire at Ukrainian artillery and tanks when they spot them.
