The NCAA's Playing Rules Oversight Panel has approved several changes for FBS college football games, including the use of helmet communications for coach-to-player communication, two-minute timeouts at the end of each half, and the option for teams to use tablets for in-game video. The new rules also include automatic timeouts, synchronized timing rules, collaborative replay review, and a 15-yard penalty for horse-collar tackles within the tackle box.
