A state inspector general's report says the shooting of Dyshan Best by Bridgeport police was justified, but it also reveals an ambulance delay after an officer had a mild anxiety attack: the first ambulance arrived at 6:02 p.m. and was used to transport a white officer, delaying care for Best; a second ambulance arrived around 6:12 p.m., Best was admitted at 6:22 p.m., and died at 7:41 p.m. The report does not say the delay caused his death, though relatives say faster treatment could have saved him.
