911 Call and Surveillance Video Warned of Davenport Building Collapse.
A day before the Davenport Building collapsed, a downtown development official called 911 to report concern about the integrity of the wall. The official, Tony Behncke, received a call from one of his employees and then called 911. Local contractor Ryan Shaffer was also concerned about the building and had previously provided a quote for masonry work. The building owner denied the job due to the high cost. The city of Davenport did not respond immediately to requests for comment about this development.
