Separately, Canada and China struck a preliminary pact to lower tariffs on select goods—allowing 49,000 Chinese EVs into Canada at 6.1% and cutting canola oil tariffs to 15%—with other exports exempt from Chinese anti-discrimination tariffs through 2026, a move Carney says aligns with CUSMA.
