"Advancing Communication: College Football's Proposed Helmet Technology Rules"
The NCAA Football Rules Committee has proposed rules allowing coach-to-player communication through in-helmet technology for one player on the field, potentially going into effect this season pending approval. The proposal also includes the use of tablets for in-game video viewing, automatic timeouts in the second and fourth quarters, and penalizing horse-collar tackles within the tackle box as a 15-yard personal foul.
