Draft NDAA proposes retirement of A-10 and F-15 for US Air Force.

The US Air Force would be allowed to retire 42 A-10 Warthog attack planes in 2024 and 57 F-15C and F-15D fighters under a proposed version of the House’s fiscal 2024 National Defense Authorization Act. However, the Air Force wouldn’t be able to cut any more A-10s until it shows lawmakers a plan on how it would conduct close air support missions. The proposed bill would also require progress reports on the development and technology maturation of Next Generation Air Dominance and drone wingman programs.

Ukraine's ongoing counteroffensive against Russia is likely to suffer from a significant capability gap in close air support, as Ukraine has yet to receive F-16s from the West. Michael Clarke, a visiting professor at King's College London, warned that Ukraine's lack of aircraft to attack Russian artillery fire will be a challenge. The F-16 has been a prominent item on Ukraine's military wishlist, and while the Biden Administration has agreed to send them, the lead time is too long to be relevant to the current counteroffensive.

Despite having numerical and technological advantages, Russia's air force has had a limited role in Ukraine due to the effectiveness of Ukrainian ground-based air defenses. However, if Ukrainian air defenses fade, Russian jets could still make an impact. The VKS is still intact and trying to destroy Ukraine's air-defense system, but it doesn't have options that are particularly good against those tactical SAMs that Ukraine is still fielding. Russia has lost about 70 to 80 fixed-wing aircraft, but those losses have not been distributed equally.

US Troops Face Future Without Adequate Air Support as NPR Probes Russian Anti-Aircraft Brigade

The lack of close air support for troops in Ukraine due to the thicket of air-defense weaponry is a preview of what US troops could face in future wars, according to US Air Force officials. The A-10 Thunderbolt, a ground-attack jet designed in the 1970s specifically for close-air-support missions, is ill-suited for the more complex and deadly future battlefields, said Gen. Charles Brown, the US Air Force chief of staff. Lawmakers have allowed the Air Force to retire 21 of the jets in 2023, and the remaining 260 may be retired faster than planned.
