NCAA Ends Transfer Rules, Restores Eligibility Amid $2.8B Settlement

The NCAA has agreed to permanently end its transfer eligibility restrictions following a settlement with the U.S. Department of Justice, allowing athletes to transfer without penalty and restoring a year of eligibility for those affected since 2019-20. This resolves a federal antitrust lawsuit challenging the NCAA's previous rule requiring athletes to sit out a year if they transferred more than once.

"NCAA Transfer Rules Temporarily Overturned by Federal Judge, Granting Athletes More Freedom"

A federal judge in West Virginia has temporarily blocked the NCAA from enforcing restrictions on second-time transfers, ruling that the remaining eligibility restrictions violate federal antitrust law. The judge also prohibited the NCAA from enforcing its "Rule of Restitution," which allows the organization to vacate records or wins if a court reverses an athlete's eligibility decision. While the ruling only applies to athletes within the jurisdiction of the court, the NCAA has stated that it will not enforce its transfer rule for at least the next 14 days and won't penalize players if the ruling is reversed. The next hearing for a preliminary injunction will be on December 27.
