"Dead Bear Found in Bag on Arlington Trail, VDOT Contractor Blamed"
A bear found dead in a trash bag in Arlington was struck by a vehicle on I-66 in Prince William County and then illegally dumped by a VDOT contractor. The Animal Welfare League of Arlington is investigating the incident and considering charges.
