Pittsburgh Police have issued an arrest warrant for 74-year-old James Phelps in connection with a hit-and-run incident that left a 4-year-old boy injured. The incident occurred in Hill District, and Phelps is facing charges including incidents involving death or personal injury, careless driving, failure to stop and render aid, and aggravated assault. Surveillance video showed the driver stopping briefly before fleeing the scene. The boy, identified as Elijah Rivers, is recovering in the hospital.
