Tropical Storm Franklin has formed in the Caribbean Sea and is currently located 270 miles southeast of Isla Saona in the Dominican Republic. It is moving west-northwest at 14 mph with maximum sustained winds of 45 mph. The storm is expected to approach the coast of Hispaniola on Wednesday, and tropical storm watches have been issued for the south coast of Haiti and the Dominican Republic. Rainfall amounts of 2 to 4 inches, with isolated higher amounts, are expected across Puerto Rico, while portions of Hispaniola may experience 4 to 8 inches of rainfall.
