Kyiv reports heating restored to most buildings, but 16% remain without heat amid winter crisis

Kyiv says utilities have reconnected 650 high-rise buildings in the last day, but about 1,940 of roughly 12,000 apartment blocks in the city remain without heat (around 16%), as Russian attacks and a brutal cold disrupt energy infrastructure; Mayor Vitali Klitschko has urged residents to leave the city if they have alternative options to heat and power.
