The atrocities include not only murder but rape and torture. The Bucha massacre played a key role in the breakdown of peace negotiations between Russia and Ukraine. The atrocities were authorized in the sense that no attempt was made to punish the criminals. The free world must do what it can to ensure that when the war is over, Ukraine is in a position to demand—and receive—accountability.
