Ukraine's Zelenskiy orders audit of air raid shelters following deaths and negligence.

Ukrainian President Volodymyr Zelenskiy has ordered an audit of all air raid shelters in the country after three people were killed by falling debris when they found a Kyiv shelter locked during a Russian attack. Zelenskiy promised a firm response to the incident and blamed the negligence of Kyiv's mayor, Vitali Klitschko, who in turn blamed presidential appointees. Police have detained four people in connection with the deaths, and three may be charged with official negligence.
