Storm Ciaran, driven by a powerful jet stream, caused heavy flooding in several countries including Northern Ireland, Britain, Belgium, the Netherlands, and France. Around 300 people have been evacuated in Tuscany, and the initial estimated damage is 300 million euros ($322 million). Italy, which is vulnerable to climate change, declared a state of emergency and allocated 5 million euros to assist the affected areas.
