The International Atomic Energy Agency (IAEA) has condemned Russia's occupation of the plant and highlighted the lack of staffing and maintenance. The plant has experienced frequent power outages, relying on diesel generators to prevent a meltdown. Ukrainian staff, some of whom have been denied access for refusing to sign Russian contracts, continue to operate the plant alongside newer Russian arrivals. The IAEA report revealed a significant decrease in the number of staff, raising further safety concerns.
