White phosphorus is a chemical that ignites when exposed to oxygen and causes severe burns on human skin. HRW verified two videos depicting Israel's use of white phosphorus, which can also set structures and civilian objects on fire. The use of white phosphorus in populated civilian areas is a violation of international humanitarian law. Israel has been previously accused of using white phosphorus in Gaza in 2009.
