CBS News obtained handwritten notes from IRS whistleblower Gary Shapley, who alleged that U.S. attorney David Weiss said he lacked the authority to bring charges in the Hunter Biden investigation. Shapley's notes indicate that Weiss stated he is not the deciding person. However, a senior FBI agent assigned to the case testified that he did not remember Weiss making such statements. Attorney General Merrick Garland had previously stated that Weiss had the ultimate authority to prosecute. The Justice Department and Weiss have denied Shapley's allegations. Shapley's lawyers have provided the unredacted notes to the House Judiciary Committee, and Garland is scheduled to testify on September 20.
