Rainy Weekend Alert: Tropical Storm Philippe Brings Double Trouble to NYC and New England

Post-tropical storm Philippe is heading towards New England, bringing heavy rain and strong winds that could lead to flash flooding and scattered power outages. The storm will combine with a cold front, resulting in widespread soaking rain across the region. New York City and other vulnerable areas have implemented flood emergency plans, but the risk of flooding remains high.
