Sacramento County's foster care system is in crisis, with the director of the Department of Child, Family and Adult Services calling on the community to provide safe homes and a permanent solution for foster care youth. The county is currently housing around 15 kids at the Warren E Thornton Juvenile Detention Center, a former jail, which is not an ideal location and is operating without a license, violating state law. A family is suing the county over allegations their teenage relative was sex trafficked while staying at the facility. The county is negotiating with potential providers to be part of its permanent plan, hoping to move kids to new and safe shelters.
