House spending bills, including those that fund national parks and maintain U.S. embassies, are being complicated by partisan culture wars. Republican policy riders seeking to limit diversity efforts, drag shows, Pride flag displays, and promotion of critical race theory have appeared in the proposed annual spending bills. Liberal groups have been tracking these riders, with 11 out of 12 bills containing diversity-related riders and 10 bills seeking to ban discrimination against those who do not believe in gay marriage. While most of these riders face slim chances in the Democratic-controlled Senate, they complicate efforts to meet the September 30 deadline to keep the government funded.
