Despite being arrested multiple times, including on misdemeanor weapons charges in 2022, Moreno was still able to legally purchase the firearm used in the shooting. Neighbors in Conroe, Texas, where Moreno lived, alleged that police had failed to intervene despite frequent harassment and threats from Moreno. The shooting resulted in Moreno's death and left a seven-year-old child in critical condition.
