West Virginia Senator Joe Manchin's support for the Inflation Reduction Act, which includes climate spending, may cost trillions of dollars, according to recent independent studies. The law's green-energy tax credits are uncapped and mostly available to businesses that pay little or no tax, with most of the spending going to the affluent. A Goldman Sachs report estimated the law's climate spending would cost $1.2 trillion over the next decade, three times more than the Congressional Budget Office's estimate.
