Stop bar lights at Tokyo's Haneda Airport, designed to prevent aircraft from entering runways, were out of service for maintenance when a deadly collision occurred between a Japan Coast Guard aircraft and a Japan Airlines passenger jet. The lights are meant to be used in low visibility conditions, but at the time of the accident, visibility was over 5,000 meters, rendering the system inoperable. The airport's C runway, where the collision occurred, has been closed since the accident and is set to reopen on Monday.
