Linux 6.3 has been released as the newest stable kernel version, with no Linux 6.3-rc8 warranted. The release includes more Meteor Lake enablement, Zen 4 auto IBRS, and a fix for an important Btrfs regression issue. The merge window for Linux 6.4 will open tomorrow.
