A driver led authorities on a slow-speed chase across the Los Angeles area before being taken into custody on the 110 Freeway. Officers successfully deployed a spike strip, causing the driver to pull over, but she did not emerge from the vehicle. Officers approached the vehicle and pulled out a woman who appeared to be in some sort of distress. The incident caused the freeway to shut down and stranded commuters.
