Standoff at Owosso Walmart parking lot as police surround barricaded man in car.

Law enforcement has surrounded a man who has barricaded himself in a car in the Walmart parking lot outside Owosso, Shiawassee County, Michigan. The man was tracked from his phone after a welfare check call for a suicidal man who possibly had a gun. A hostage negotiator has arrived on the scene and officials do not believe there is a threat to the public. The Walmart store is in lockdown and roughly 10 law enforcement cars are in the parking lot surrounding the man.
