Ukrainian President Volodymyr Zelensky has called Russia an "evil state" after a missile attack on civilian targets in Sloviansk, where 11 people, including a 2-year-old boy, were killed. The attack targeted 33 buildings, 33 private homes, some administrative buildings and a schoolyard. Sloviansk is in Donetsk province, about 28 miles west of Bakhmut, where a fierce battle has been raging for months between Ukrainian and Russian forces for control of the region. Meanwhile, Russian President Vladimir Putin signed a bill on Friday that would allow Russia to send draft notices electronically instead of in person in an attempt to significantly boost military rosters amid the more than year old war in Ukraine.
