Manhunt for Serial Sex Attacker Suspected of Killing Baltimore Tech CEO

Jason Billingsley, a violent sex offender, is the prime suspect in the murder of Pava LaPere, a Forbes 30 under 30 CEO, at her luxury apartment in Baltimore. Billingsley had been denied parole twice before, but was released due to an "operation of law" in Maryland that allows for early release based on good behavior and credits. LaPere's body was found badly beaten on the roof of her apartment building, and Billingsley is also suspected in another knifepoint sex attack. The mayor of Baltimore expressed frustration that Billingsley was free to commit another crime and vowed to bring him to justice.
