Toddler's Tragic Fall from Third-Story Window Leaves Parents Detained

A two-year-old child is in extremely critical condition and unlikely to survive after falling from a third-floor window in Hartford. The child's parents have been detained, and it is believed to be a case of neglect. Four other children were found living in deplorable conditions in the home.
