California's San Quentin State Prison will be transformed into the San Quentin Rehabilitation Center, focused on rehabilitation and education for less-dangerous prisoners. Inmates serving prison sentences will be moved elsewhere in the state penitentiary system. The prison will be renamed and modeled after Norway's approach to incarceration. California Governor Gavin Newsom is allocating $20 million to launch the plan, which includes education, training, and rehabilitation for prisoners.
