Prosecutors in Virginia plan to release a video that led to the charging of seven deputies and three state mental hospital employees with second-degree murder in the death of Irvo Otieno, a Black man who was handcuffed and shackled. The 12-minute video reportedly shows deputies pushing down and smothering Otieno, who did not appear to be combative.
