"Intense Police Activity in St. Paul's Payne-Phalen Neighborhood"

A heavy police presence in St. Paul's Payne-Phalen neighborhood, including multiple squad cars and SWAT vehicles outside an apartment building, has mostly cleared by 7:30 a.m., with only a couple of squad cars remaining. The reason for the police presence has not been disclosed, and WCCO has reached out to the St. Paul Police Department for more information.
