Henrico Deputies Accused of Smothering and Pepper-Spraying Inmate in Cell.

Seven deputies with the Henrico County Sheriff's Office have been charged with second-degree murder after video evidence allegedly showed them holding Irvo Otieno down for 12 minutes as he lay, handcuffed, on the floor of Central State Hospital. The Commonwealth's Attorney alleged that the deputies smothered Otieno and pepper-sprayed him in his cell. The prosecution also claimed that the deputies washed the handcuffs used to restrain Otieno, returned them to their police cruiser, and did not call Virginia State Police until 3 and a half hours after Otieno's death.
