However, the Boston Police Department released a sound cut stating that the pilots were handcuffed to the bathroom by people claiming to be FBI agents. The Boston FBI office has a history of bad actors claiming to be FBI agents, and they conduct role-playing exercises with other federal agencies. The FBI's stated theory is that the cops may eventually find themselves in a situation where they're required to barge into some place where bad guys are all holed up drunk.
