Cohen helped get the law passed to legalize compensated gestational surrogacy in New York. Lucy was one of the first surrogate babies born in New York. Compensated gestational surrogacy is when a woman carries a child, to whom she is not biologically related, for an individual or couple in exchange for a fee. The entire process can result in fees between $100,000 and $150,000.
